After the Akatsuki succesfully killed naruto, they decides cellectivly to make their headquarters inside Konoha village. They instructed the remaining people there to build them a luxurious estate, one fit for royalty. When they finished, the Akatsuki saw this. They named it the Jisho estate, making it their official headquarters.
