If you pay close attention. All the benders are really doing different styles of the kung fu martial arts, from China. So yea, take away the bending and some characters can be very ninja-ish. It's martial arts. They just don't use Japanese martial arts.
Fire Nation- Northern Shaolin Kung Fu
Earth Kingdom- Hun-Gar
Water Tribe- Tai Chi
Air Nomads- BaugWa
Lin Kuei are kind of ninja-ish. They kidnapped children and stuff though, so probably not as great. You will find ninja-ish simularities amongst some asian countries but they're not 100% ninja.

ya well there a little like agents, not really ninjas, so there really isn't any ninja's in the episode now.

[Hollow Point] Yuu Yan Archers. Why are there no ninjas? Because pirates are more manly and ninjas dont rock the s**t as hard.

Meh, I don't care if there's no ninjas in the avatar. Nothing beats Kung Fu fighting. The characters from Kung Fu Hustle could take a ninja on any day. XD
There were actually Chinese ninjas though. Ninjas banished from Japan. That practiced ninjutsu. But yea, no ninjas in the avatar... only awesome kung fu fighters.

There has been alot of ninja based shows on the air lately, the most known is Naruto, the Avatar is its own great, unique thing, if they were to put in ninja it would just ruin it. They based Mai's fighting style off of a ninja anyway. :/
