Serebii says that you can find Lapras in Victory Road, but I don't know exactly where you look sweatdrop I was in the water level last night for about half an hour, fishing/surfing/ and just plain walking around...
No Lapras gonk

NVM folks, I found out they hide in the foggy area in Victory Road 3nodding

on the d/p versions u can get lapars on route 225 it is a pain to get their so when you trying toget some make sure you got all the one you want cause is it pain to get their

You should go to R224 and back to the gave LEAVE THE FOG and then left.. to the water (surf) and lapras comes.. I tried and it was 3rd pokemon which came up.. Easy!
Edit: Don't go up stairs.. Only down..

When I first got diamond I though Shellos would evolve into Lapras so I was all excited and everything, but then it evolved into shitty Gastrodon and I was like wtf... D;

Victory Road is the only place I know of that Lapras could be obtained in D/P/Pt. Pretty much Aige wrote down the specifics.

Lapras at Victory Road, where it is foggy and there's a lake thingy, surf in there and you will be able to find it. I found it in my diamond game and I was like "What!!!!!" xd
