If I ever touch her harder than a gnat landing on something, she starts crying. And runs to mom. And then my mom starts yelling at me for "hitting" her and I start crying because I feel guilty.

Use violence anyway if you have to. It'll get you in trouble with your parents, but the girl needs some discipline before getting into the "real" world. Just remember not to overdo it and only hit her when she really deserves it, otherwise it could become routine, and that's bad.
Then again, my relationship with my mom sucks to begin with, so I guess I just don't care much about the consequences from her. Dunno how you and your mom are on that issue.
