[ i think it is very nice for a very first chibi. however, the eyes are not in the same line [they go up and face goes down @-@;] but still the chibi is cute ^-^

I find it really difficult of comment and rate chibis since the style itself is, well, super deformed ^^;; so I'll give it a hesitant 3/10
The shoulders should slope downwards. Atm he's looking rather stiff and uncomfortable. If he's tightly strung up maybe angry slanted eyes to convey the attitude better and a shorter neck?

the suggestions you've gotten so far are good ones, though. that angle on his cheek (viewer's left) is a bit too sharp. make the head a bit more round, and maybe add some more curve to the chin (though not too much)?
finally, the eyes are bit high, too - they seem to be right in his forehead. ):
but i think for a first try at a chibi it's pretty good.
