If it's so hard to keep kids these days from ******** around, getting knocked up, getting diseases, and it's such a bother if they're so young while doing these things, then ******** step up with the Sex Ed and stop being a whiny Christ-f** about it and do something better.
No. ******** STOP saying "Oh, no, don't do that. Wait for Marriage, LOL!!!" Obviously, it's not working. If it were, then why are so many people still doing this? You haven't done your job, you've failed. Just stop. Step the <********> up, and do something about it!
There should be a class, an outside class, Government run, away from the schools. Think Health Department meets Cram School... for sex education only. For keeping this in place, there would be fees for the classes, or for those who absolutely cannot pay, there will be exceptions, as long as they pay for the test, which would be much less than the class.
There should be no public made transportation to this building other than a city bus or Taxi. This should be something done only on their own time. As long as you're above the age of 13 to 14, and have consent from a/both parent/s, then you should be allowed in this class. Without, 15 or 16. There should be all kinds of sexual education here. Types of sex, safety precautions, busting the myths and misconceptions about it, BC info, condom info, where to get them both, instructions on proper use of both... even distribution of them... everything. In these classes there should be tests. No matter your age, if you can pass these tests AND classes with nothing below an A, then you should be allowed to have sex. If you can't, then you shouldn't be allowed to. The cutoff age would be 18 straight up. For those who don't bother with the classes or fail, if they are found out to have sex, then they would be charged, possible made to do more than pay a fee. Of course, having failed or not taken the class and having sex, the same laws apply to them regarding statutory rape.
And there. Less chances of kids ******** around, at least irresponsibly. That also fixes the absolute ******** bullshit, random a**, unfair age of consent laws.
And for the parents who gripe and complain about it, ********. Your kid's a ******** slut. They're going to ******** around whether you want them to or not, don't you think it's better for them to be educated and smart about what they're doing, rather than ******** up and get something nasty or preggo? If you honestly don't agree with this, then don't go for it. Watch and wait to see what your kid does. If nothing happens, then good for you. If something does, then you'd only wish you'd gone along with ******** you, America.

:
I'd be very shocked if you still felt this way about the issue in a year or two.

I suggest you read Brave New World - where birth control is government taught, government approved, government provided, and government enforced - THEN tell me what you think about the matter.
