if you read the manga you'll know. the uchia wasn't wipe out completly itachi left hes little brother alive. so, there r 2 known uchia clan members. but if you read they manga theres an akatsuki member named tobi hes the founder of the uchia clan he was supposed to be dead but hes not dead. and from what i hread he can kakashi one of hes shargingun eyes.

Kakashi has the sharingan eye because if you look up pics of kakashi, he had an uchiha on his 3 man squad under the third hokage (naruto's father???). But during a mission, obito uchiha (other male on kakashi's team) was put near death and requested that rin (female nin on the team and medic) take out his eye and transplant it in to kakashi as his last dieing wish. So with that rin removed both of their eyes and put the sharingan in kakashi. Obito was left for dead but little did they know...he would reappear as...Tobi! the good boy of the akatsuki...

Kakashi got himself the sharingan cause his friend Obito gave him it (Not gonna spoiler other things razz ).
And Tobi says he is Madara Uchiha, the founder of Uchiha clan, but we are not sure he's telling the truth.
And It's spelled Uchiha, NOT Uciha or Uhiha or Ucica.
