They said he had almost been in Melee, but they just ran out of development time, so it was bound to happen for the next one that has every character and his dog along for the ride.
I gotta wonder, though, how does this whole thing work? I would imagine there would be tons of potential legal disputes, particularly with like Konami and Sega wanting a cut of the profits or something. I can't imagine either of them waving their right to make money off of their character's usage.
