When I begun learning web programming, I used these sites often:

http://www.tizag.com/ - Everything I learned about web programming, I learned it here. (Before, I wanted to be a game programmer until I realized my genre of choice wasn't popular in the United States)

http://php.net/ - To learn or get information about useful functions

If you want tutorials for using certain image/graphic programs like the gimp or Photoshop, then go to deviantart's tutorials area here
To be more precise go to the categories button, click and select what you want tutorials on/for.
