For those of you who are unaware. This is gust
Gush 4U Instant You may return two islands to your hand rather than pay Gush's mana cost. Draw Two Cards
Recently Gush was unrestricted in Vintage, a format it was once restricted in because of decks like Grow-A-Tog and Hulk Smash (both psycatog combo decks with slightly different builds, both playing 4 copies of Gush).
Two tournaments have taken place in Vintage since the unrestricting of Gush and both have shown the same results. Wizards is stupid.
The top 8 for BOTH tournaments consisted primarily of Gush combo (in the form of comboing out for tendrils of agony) and Grow-A-Tog decks all running 4 copies of the now unrestricted Gush. The worst display of how Gush is ruining the usually diverse Vintage metagame is the last Star City Games Power 9 Tournament in which SEVEN out of the top 8 slots were Gush decks. Only 1 non-Gush deck made it into the top 8 (that deck being Ichorid for the curious among us).
Case and point. Gush is too powerful in Vintage to run 4 copies of. Wizards made the dumbest move ever by unrestricting it and it won't be re- restricted because they don't do that (see Mishra's Workshop and what it's been doing to the Vintage metagame since its unrestriction). Discuss.

I have to agree with you that Gush is an absolutely ridiculous card, but as for if WotC was being stupid and acting completely oblivious to this fact is another thing.
G-A-T is amazing in almost the single factor that; Fastbound + Gush in your opening hand = Win (Situations permitting). This deck has to be my absolute favorite deck to play just because of the flexibility it shows. If it doesn't win with tendrils it wins with ridiculously big Quirion Dryads/Psycatog.
To compliment it's success at the SCG Power 9 tournament that Yawg mentioned. I read in Menindian's articles that not only did G-A-T took 7/8 Top 8 spots, but more impressively that it took 8 out of the top 9 spots.
If there is one thing that can be said from this is that Gush combos are extremely powerful. And it's not just one type of deck that's winning. There are THREE forms of this deck represented in the Top 8 at the tournament. All with similar engines, yet all with different win conditions; Tinker into Darksteel Colossus, Storm into Empty the Warrens/Tendrils, and Quirion Dryad/Psycatog.
But as to whether or not WotC is aware of the Gush dominance is something that we really can't debate. We don't know if it's being monitored, or if they are just being ignorant corporates not taking care of their eternal formats. Flash was banned in Legacy not just because of how insane of a combo it created, but how fast it it's winnings were shown. If I remember right we had about 2-3 weeks prior to the GP when Flash was errated. In those short weeks decklists were pumped out without any previous play testing. Yet it still won the entire GP because of its insanity. Gush on the other hand has had about 3-4 months to develop and fine tune its awesomeness. I'm not trying to downgrade Gush, I'm just saying that even though it's winning Vintage like crazy it might be overlooked because of the subtleness of it occurring.

Wizards has already proved that they are stupid more than once. I'm sure that they will re-restrict it if it gets too bad, but not for awhile, as if if they wait a few years they don't have to admit that they made a mistake and everyone will have forgotten that they were the ones that unrestricted it.
