They're not primitive in most stories, though they do have a whole history and different stories take place in different time periods. Their predecessors (a race I made up earlier, called the Syncians) were a tribal group, and the original alphabet, heavily based on the Syncian one I made up in elementary school, looked even more primitive. This is actually a third draft of the alphabet. There may be more versions later.
