i'm just curios on how other's plane out there outfit, i'll share with you my way
i try character's test and answer the best i can i mainly use test form my favorite anime's or games,
then i find many picture's of the character front and back.
i draw my own picture to help me (and a check list of what you need is a good idea)
then i craft the thing's i can, and i make it
i try on my cosplay's, i run around, sit down, lift my arm's in the outfit to see if i can move easy in the outfit
what do you do?

i usualy start by looking around for anything that catches my eye. then finding pictures online of other views of the characters in different positions like sitting, standing and such. then i draw my own sketches and plan out a template of each separate piece of fabric; calculating on cost and types of fabric and materials if i am making that part. Then i usually use newspaper or muslin or something cheap to plan out a outline if i actually go with it and get all the fabric and items i need( which is rarely... bc i am broke crying ) then i actually do it by hand sewing or machine when i get one eventually... or do it during class when i am not paying attention as usual lol. then i might lend it to friends parts they need or i use it. sorry that long.

I look for those in which I am most suited to go as. I'll take my future cosplay of L from Death Note as an example-
1. We both have a horribly forward slanted posture and sit curled in a little ball.
2. My make-up looks like his eyes anyway because I have a tendancy to rub at it.
3. Massive sugar intake
And so on and so forth. Just find someone with tendancies like you.

I ask my friends what character I would be good as. Or I search around the internet for hours untill I find someone I think I look like just a little at least. :3 - Or, I do that with my "best cosplays". (Which are those I use in cosplaycontests and so on!) with normal cosplays I usually cosplay my fav. character, someone you never see being cosplayed, or something like that. It depends. x3

Well, I'm usually reading manga or watching anime and just kinda say to myself "Hey, I have a skirt like that!" or "I have those tights" or even "I could get those clothes" (note: I can't sew...I'm taking a class next school year, so for now I'm store buying my clothes and getting minor help from friends).
From there, I usually go into my room and get whatever I have that I can use. I take mental note on which costume bits I should replace. For example, my current Misa Amane skirt isn't the best, but if I can't get a black skirt in time, I can wear the one I have now.
For my Elie (Rave/Rave Master) costume, it wasn't based off any exact costume, so I checked the manga out from my library. Since I don't own a scanner, I took pictures with my camera of any good shots of her outfits I had. From there, I selected what parts I was going to use and I picked a modified version of her blue skirt-white and orange top. The costume is quite lenient, so I don't need any more pictures, except to know what arm I'm going to put the bracelet on (I actually have a bookmark with her on it, so I didn't have to look far).
The rest is like...find the major missing pieces at stores, ask friends if they have jewelry pieces I need that I could borrow and for my Elie costume I even borrowed my friend's boots (I did the costume in three days, but I redid it for a con in the summer this year), but I might have to use a pair of sandals I could see Elie wearing this year. All I need for my Misa costume now is cross earrings and black eye makeup. ^-^

Ok, so first of all I would never ever do a Cosplay if I don't know or like the charakter. I don't care if I already would have the stuff at home to Cosplay a Charakter I see random, because I belive that you need a lot of love for the Charakter you want to Cosplay.
That is the most important in my opinion. ^___^ heart
Then just walk around and look at everything you see to find something fitting. I do that with weapons. Go into a shop and just look around, you can always find something you may need.

I pick the character that I want to do. look for good reference pics and then save them on my comp and then print them out. I mostly alter pre-existing clothing items, but I am just getting into making stuff from patterns. so I think all the the pieces I need and make metal notes of that and try to find them in thrift stores. or buy the material and the pattern to make it. I always do clothing, accessories, and then the wig.

I pick a character I like the most. Study her/him. Find TONS of reference pictures and draw out how I plan do make it. Drafts if necessary, do a mock up, and do the actual thing. Then I try it on and make alterations till it's to my standards...or finished enough just in time for the con >.>
