The land of Loread was, many years ago, a very nice place to live. It had its share of problems, hatreds, petty differences, and crime--but then, that sort of thing can be found everywhere. A couple of centuries ago, however, a cult began to form. Initially, this cult's primary focus was in the eradication of what they considered an insult to nature--the halflings. To this end, they called themselves The Cleansers. As time passed and they expanded their plan for 'cleansing' to include the eradication of the 'filth' of the streets as they called it, their following grew.
The original members of The Cleansers and their children changed their name to "The Cleansing League" and ran for public office on a widely proclaimed platform of eradicating criminals and unsavory types from the country. Many were curious as to how they would accomplish this, but the idea of a safer Loread appealed to them. The Cleansing League's members--pardon the pun--swept the elections. Shortly after gaining power, the members of the League drew up and signed the Edict of Cleansing.
The Edict of Cleansing declared that all 'miscreants' who walked the streets be rounded up and sent to faraway prisons, orphanages, and work camps. High rewards were offered for the capture of these individuals, and many a family and friendship was torn asunder--many a secrecy pact was broken--in an attempt to reap these rewards.
Tired of the paranoia and the hiding, the people of the streets banded together and fled across the sea. Upon their arrival, each group decided on someone to represent them at a meeting called the Summit. In the Summit, it was decided that the new land they had found be called Hestian and boundaries were drawn. Duties and occupations were agreed on, as well as semi-monthly meetings in order to renegotiate as necessary.
The truce and codependence between the Factions is a necessary set-up to best survive amicably, but the members of the Faction don't always get along.
