Well inflation will still happen but the affects may or may not slow it down. I dunno how this'll actually work but I can only speculate. I am far from an econ major and Gaia is far from a stable economy.

I haven't read what buddy wrote but I'm betting he's is a below average vendor. This only helps the people who cause inflation via their profits from buying under priced items in less than half a second.
A better idea would be to force a five minute auction if two+ people click buy now within a minute of each other.
Then to directly cause deflation (oh wait you can't because monthly collectibles aren't ever going to be re-released, it's too late for you, sorry!)

I expect that it won't stop inflation, but it will slow it down by discouraging artificial inflation. By imposing a percentage tax, it won't be nearly as profitable to buy out a market and resell at a markup. Markups usually aren't a problem in the real economy, because of value addition through either creative processes or distribution services. On Gaia, though, people who play the market don't provide anything of value to consumers and prices just rise artificially as a result.
