Welcome.
Incidentally, I've been having problems with my USB WiFi adaptor as well.
Now, the interface program doesn't even work at all. :/
Are you able to get the blue window with your DS on the list and 'allow' access to it?
Are you saying the problem stems from after that step when you're at the "Testing Connection" screen in the WiFi Settings menu?
It may be something with your shared connection; it could be firewalled, in which case, you'd have to disable the firewall on the "Nintendo WiFi USB Connecter" network connection.
Er, does that help?

Well, if it is firewalled (your shared connection for your USB WiFi adaptor), if you want to disable the firewall on that connection alone, in your "Network Connections" window, to the left you'll see "Change Windows Firewall settings."
Click that then in that window, go to the "Advanced" tab and you'll see all your connections in the text box.
If they're ticked, they're firewalled.
Un-tick the "Nintendo WiFi USB Connecter" or whatever it's called and hit "OK."
Now your USB WiFi adaptor is no longer firewalled and your DS should gain access to WFC when you test the connection.

Huh? On your DS?
If you're using the Nintendo USB WiFi adaptor, you don't have to use a WEP key.
Where are you seeing this? On your DS?
You're hitting the "Connect to your Nintendo Wi-Fi USB Connector" button on your DS WiFi Connection Setup screen, right? That's where you initially permit access for the DS through your computer to enable Nintendo WFC.
