First question:
I did a run to Mu Lung, and I only found one place where I could train without much trouble (I'm a lvl 40 Page). Otherwise, it's too tough for me. I'm not gonna go back until I am a higher lvl.
Herb Town is too tough for my lvl.
Second Question:
Mardia and Scania only, sorry.

For a lvl 53 Page, I found the training dummies as GOOD exp, as well as the 100 year old Herbs and their younger, more insane counterparts. I "live" in Orbis and Zipangu, but when it comes to straight out "I need to train!", I would be at Mu Lung in a heartbeat.
I'm actually on Broa myself, all 3 of my chars. But mostly on Tocky.

Un, well Herb town is kinda hard for me kinda, xD only if I've been there once... It's only easy when i have a Cleric around so I don't have to worry about dying and stuff ya. Lawl. I almost got killed once on my first time there i didn't know where to go and ran into a bunch of monsters while changing map s sad .
and Un sorry, I only play in Scania, but recently I haven't been playing Maple Story so much.

I play Broa! Lvl 62 Ice Mage, FireInHeaven... I don't really like Mu Lung / Herb Town.... I'm Mpqing like CRAZY :] (Maze PQ)~

it's okay, too high for me though. but it's a good training place, alot of my friends leveled there fast. so it's good just not for the higher or lo wer levels, but when you hit the right level its mass leveling.

I'm lvl 39 only, and I have visited the new towns to explore. Not really what I call 'fun.' I'm Scanian, sorry.
