
Yes, Fa'e can have children... however, it is a very important decision as it deeply affects your Fa'e's in-character life and development.
You see, when a Fa'e reproduces, they give of their own magic and blood to create the new Fa'e. A normal reproduction involves two Fa'e, and the baby Fa'e receives half of each parent's power, and takes on physical attributes as a mix of both parents - that those parents then physically lose. So if your Fa'e has wings and then has a child, the wings may pass to the child - at which point your Fa'e will lose their own wings. So having a child will change your Fa'e's appearance.
In addition, having a child will change your Fa'e's powers and magic. Since half of it passes into the child, their ability for magic and to use whatever power they posses will also drop by half. This MUST be reflected in roleplay! Fa'e who are half-human will, in addition, have a more difficult time attaining Ancient stage, and will have a higher rate of failing to ascend to Ancient when that time comes.
A Fa'e couple can have a maximum of two children, and if they do choose to have the maximum then they will become completely human as all of their magic will have been divided between those two new Fa'e babies.
Fa'e who have become fully human CANNOT attain the Ancient stage. Ever. That path is closed to them. They will of course still remember who they were in their past life, but all the magical/enhanced abilities and power they once had will be gone.
Because of these IC consequences it's very important to think very, very hard before deciding to have children.
Expectant Fa'e couples are required to choose Guardians for their children before they are born - a child will NOT be born until it has a Guardian to take care of it! We ask that Fa'e couples hold off on asking the Guardian-to-be, however, until they have received permission from Fa'e HQ to have a child and have also done the roleplay that will result in the child's conception. This is to avoid hurt feelings and confusion in the case of plans falling apart or delays stretching on long after a Fa'e has already been promised to someone.
Also, for expecting Fa'e and their new Guardians - just because the parents have to give their baby to another Guardian doesn't mean that they should stop interacting with each other. Parents should interact with their own children! If they do not, the estrangement should be roleplayed, too.

In some cases, special circumstances will be allowed for Fa'e reproduction, such as a single Fa'e giving all their power to bring a baby into the world, or a single member of a couple donating their own power so that their partner does not have to give any. Sometimes Fa'e can even reproduce without intending it by strange devices of power. These situations must be discussed prior to the pregnancy with the staff, however, and there must be a strong justification for it carrying on in the way it does!
Also note that if you want your Fa'e to have children but don't want those children to be Fa'e, we have an arrangement with the
GMFC. Fa'e couples may have children via the GMFC that will be completely human, not Fa'e. That means a relatively normal appearance, and no innate magical powers. But they would still be genetically the child of the two Fa'e. All Fa'e wishing to reproduce via the GMFC must first get a GMFC appointment. This is the responsibility of the Guardians involved; unfortunately, Fa'e HQ cannot help in securing GMFC appointments for Fa'e.
