With the recent events that Jiraiya found out about the civil war in the rain villiage, this gives an oppurtunity for Naruto and other characters to get stronger with the addition of new enemies.
Lets say for example that Pein is leading the rebels. That would give them a whole new faction to fight and new enemies introduced. It would be like Crocodiles forces from one piece, pulling the strings for a civil war and leading an elite organazation in the background.
I just think its a good oportunity for Naruto to get stronger so no Plot no Jutsu is called when he defeats Pein and etc.

Well its had one for a while apparrently.
Any country can have a civil war, no matter its size.

Interesting enough, but I stand by my opinion that the Rain suck. I was so pissed to find out that Pein was a bloody Rain Nin.

One Cloud ninja that doesn't suck is all I'm asking I mean really Every major village has had one ninja in it everyone know's but Cloud noo they get a loser that tried to kidnap Hinata and the Nibi.
