I don't know why the colonel lady une was banned but it could have something to do with all that manga which I think is illegal to put up. I don't understand why if that was the reason she was banned (and I'm not saying it is) why the guild wouldn't be blocked/taken down/whatever Gaia does with bad guilds...so I really don't know for sure.
I admit I read a lot of online GW manga myself, but it doesn't make it any more right...I'm not saying it has to be taken down either, I'm just saying what I think could be possible...

It is possible, but normally when I make a mistake like that (which I have) the admins are immediately on my butt and take it down themselves.

I just don't see why if it is the reason that the admins didn't deal with the guild, so it could possibly be another reason too...
