I can't spell.. so don't shout at me.. >.< sweatdrop
Who's the best character? Not who's the cleverest or who'd be best to take over L's position... Mine is Matt then Mello then Near... but I don't see that many people would think the same.. but I wanna see anyway! ^^

Maybe...Mello, Matt, and Near.

If Light had never gotten a hold of a death note, or never got his memories back, Light would be the best successor to L. Other than that... Near would be a better choice than Mello for very obvious reasons, but we all know Near alone doesn't measure up to L. And Matt... why Matt?? I'm pretty sure he'd rather play games than solve crimes.

*this might be a bit spoilerish in spots - just a warning*
It was clear enough in the manga that L's successors were Near and Mello... not Matt. So ignoring Matt, Mello was far more like L than Near was.
Ignoring all the quicks and fetishes as those are pretty trivial, the key difference for me is that Mello took the same kind of risks that L did.
Both Mello and L were both willing to go out there and potentially be seen by a Kira that had Shinigami eyes thus could see their true name and write it in the Death Note. Near on the other hand, hid in his head quarters until the very end and took a lot of risks with the lives of those working for him.
Also between Mello and Near... it was Mello who first got his hands on a Death Note and saw a shinigami. It was also his action in Vol 12 that lead to Mikami's mistake, which Near was able to take advantage of.
Near on the other hand, never once took such risks with his own life until the very end and he was certain that it would not matter at that point because he knew he was not taking any risks. Much like how Light exploited the relationship between Missa and Rem, Near exploited the relationship between Light and Mikami.
If anything, Near is a lot more like Light. Ignoring the toy fetish and that he looks a bit creepy, Near is essentially Light how he would have been if he never came in contact with the Death Note. Near was able to capture Light as Kira because he thought the same way.
So, I would say that it is as follow...
Mello - L's true successor
Near - non-Kira Light's true successor
Matt - the loyal friend and follower of Mello (something L thought Light was)
