I say go for it! If you make an effort to ride your bike atleast 1/2 hour a day, it'll be way better than just having a gym membership that you dont like or dont put to use.

Or maybe save up for a membership at a better, newer gym? :3 If you guys have lifetime gym where you are, I suggest that one! It was the best gym ever and open 24/7. x3

Are you talking about getting an actual bike to ride outside or a stationary? If you're talking about a stationary, I'd suggest keeping an eye out for them at second hand stores and garage sales. While newer ones have all the latest gadgets, you just don't need them and you'll get just as good a workout on a 5-10 year old bike (just make sure it has a resistance adjuster) than you will on a brand spankin' new one.
Also, I'll suggest saving up for a tredmill. As useless as many people find them, I think it's nice to have the option of jogging/running while reading or watching the television if it's too hot outside or if you just don't feel like going out. I wouldn't suggest giving up on running outside, unless the air quality where you live sucks, but it's always nice to have options when the weather (or the safety) of the outside world takes a turn for the worse. I would kill for a tredmill, just because the outside world where I live is filled to the brim with gun bearing "gangstas" who will shoot up anyone they think has a cent on them. @_o..
