Aw, no he's not. He just gets annoyed easily. Heck, he's the one who sponsored me into the Legion!
Okay. Imagine you're the only 18 year old in a classroom full of 3 year olds. And you have this great idea that you want to describe to them...but even though your brain is at an 18 year level, you have to constantly LIVE at a 3 year old level. See how annoying that could get? That's how I figure it is for Brainy. He's always having to dumb things down for us 3 year olds.
But...that doesn't change the fact that we're 3 year olds that he gave flying rings to. twisted

I always figured that perhaps those who hung up there were part pigeon. That's my theory, at any rate.
