So I'm guessing the idea of what Sakurai was saying was
"What is this? Coming out with five colors of Pikmin, it is Captain Olimar! He pulls them out of the ground so they can help him fight as a friend.
If you don't have them, you can't do smash attacks! They last for a short time, and then scatter. That is their fate."
So I'm guessing this means in smash attacks, Olimar grabs a Pikmin to use it for an attack. If they're gone, he can only use B attacks and stuff. If they're gone, he has to find some time to pull some more out of the ground.
Sounds awesome. I'm very sure this is what the gimmick is. Real Sakurai actually explains it better.
And if you'll look at the screenshots, the third one shows him holding a Pikmin and beating Mario with it.
