I had to check my handy dandy dictionary, but the character is pronounced "hui". Like "huay", where the "hu" sounds like "who," and the "ay" is like the ay in "bay." Just make sure to blend the two sounds into one. It's tough to explain how the inflection/intonation goes with it, but I searched for an online audio pronunciation thing, and found one here:
[x]. It might take a while for the audio to kick in, so don't have your volume set too high, 'cause it'll seriously scare you.
If you take just one of those characters, then it means to draw or to paint. I don't think there's such phrase where you can double up the character like in the image you have, because my dad said such a term didn't exist.
