I don't know if people would pay to play but I could spring for inexpensive consolation prizes ;0 They'd have to pick a spokesman to name the killer though since they'd likely be working together whee I think it would do better as a social game as opposed to 'Here's the clues, everyone work on it totally independently GO' because then the thread isn't even really necessary aside from posting who dies when xD
Socially oriented, we can even go so far as to pick settings and then it would almost be a pseudo-rp where we.... play ourselves? If we were in a strange place trying to figure out which one of us was insane and killing people with the spoiled Jell-o from the fridge? Yes.
I'm rambling.

I'm such a nerd.
I think we should figure out the specifics of the game before we worry too much about any sort of financial obligations that might be involved- if we're offering regular prizes they should probably within a designated spending range as opposed to the same thing every time so that there's incentive to keep playing. Win something different for winning on different plays. As long as we stay within the same price range it should stay fair- or the price range could reflect the number of participants (Within reason so that we don't go broke ;D)

x3 So now we figure out how the game actually runs?
Here's what I have in my head so far- and bear with me because I haven't slept yet so this may not make sense to anyone but me.
Post 1: Intro, rules, how to join and vote on a location for the next game.
Post 2: Current participants (if they're highlighted in red, it means they're dead!) and list of clues found throughout the game- either left by the killer during a killing or by the GM's. Not all clues need to be 100% legit. Sometimes that broken vase is on the floor because a purely innocent gust of wind knocked it over, yes?
Post 3: Any current storyline information and current prizes
Post 4: Track record, Killer Wins vs Detective Wins vs Killer Escapes. Plus links out, if any. Maybe we can keep a log somewhere of past stories ;0 Especially if we get creative with the death scenes.
Post 5: Reserved. JUST IN CASE, YO.
We could probably have nicer/themed prizes for special occasions, like holidays and whatnot :3

I figure that when sign ups are open, we can announce it via the thread title and have people in the thread. Story will start when one of the GM's dies, GM's won't be able to solve or contribute anything particularly useful- I think we'll mostly be there to keep the story moving along = 3= We'll be able to point people in a right direction from time to time and cause general drama and mayhem and occasionally we can probably play killer but we won't be able to assist with putting clues together at all.
We cause events and set things in motion so that the killer may strike again.
Killer will kill by contacting the active GM for the game (whomever chose the killer that round) with a name and means of death. The GM will publish this to the thread in their own words to prevent identification by typing style/word choices, etc.
This will continue, GM's will publish clues, until either:
A) The detectives put the clues together correctly and guess the killer! B) The detectives put the blues together incorrectly and guess wrong! The killer goes free and an innocent person is sent to prison. C) The detectives waste so much time trying to figure it out that the killer kills everyone down to the last of the detectives, thereby winning the round.
I think the fairest way to determine a winner of the prize in a co-op situation where multiple people win (in the case of the detectives) would be to use a random number generator. If we say we'll give it to the first person who guesses, but only give them one guess, that would encourage people to guess too early and there would likely be a lot of mistakes made or people would just be taking shots in the dark D; Alternatively, we can award prizes based on merit. Give some sort of small prize to someone for a notable scene, a prize to someone for a notable line, etc- that would encourage people to get more into their characters.
