The power company. Because everyone's overusing the power for AC.
So they announced that they might be cutting power tonight and tomorrow until people stop overwhelming the grid.

Well, if the grid I'm on goes, it basically causes a chain reaction that will take out lots of other grids, so they're cutting 'high risk' areas or something until it cools off.
