To add onto that healing kiss thing, since he kind of did odd jobs and such Divine did bring up that he would probably have some other somewhat random talents, and I brought up an ability that maybe will work to some extent.
One of my characters on here have something called mindlink. Here is the description.
Mindlink: He is able to link his mind with another persons in order to swiftly communicate a large amount of complex information near instantaneously. He can choose what the person learns, and the information has to be an amount that could normally be communicated within 10 minutes. The information comes in a series of visual images and emotional senses. Please note that this ability does not allow him to read another persons mind, it only allows him to share information both visual and emotionally.
That could be twisted to work only when he kisses another person (whether that be on the lips or just on skin in general)
Or even as an ability without the requirement of kissing if you didn't want it to work the same way as the healing one.
I love this idea.

I was planning on doing a healing kiss as opposed to an amnesia kiss (yes Scroom, I'll be rewriting my character to fit this more). I don't know how well that would work. I'm not sure what race you are planning on, but fetchlings almost always have some type of nightvision.

I think for the most part it looks good. Other than the things that were already mentioned though, which mostly is the bio, I would like to ask if you would mind adding an ability description. (feel free to use the one I posted for you before for Mindlink, I don't mind) and as for the healing ability maybe add how severe of a wound it can heal and such, how long he can keep up the healing, and whether the kiss has to be over the wound or just somewhere on the body or not? Just let us know when you decide on that and we can let you know if it works and everything, and maybe give you some pointers on it too if need be. ^^

Any tips for character bio?
Well It'd probably be helpful to add in a resolution to the story of how he started working with Elaine (if thats still going to be a thing), probably add a bit more description about the odd jobs and get him a resolution on that chapter of his life. It'd also be a good idea to add something about where he is currently in his life (because that could branch into how he managed to get there).
Does that all make sense?

So I've finally decided that I'd ask for help because I'm really struggling with making a character and I've always been the kind of person that's struggled with asking for help but I really need help with creating the character. This sadly is all I was able to come up with. I really hope that I didn't mess up too much but still, I really need to come out of my shell and ask for help so this was the character concept I came up with.

The flames can't be thrown (unless on something her blood as been placed on]. Flame hands can be removed I don't really mind but it would at least give her something a little more intriguing!!
So this was all i was able to come up with. Please send help, I really need it i'm just not sure how to make a character I find interesting and make other people also take interest in them!! crying I can't please them all but I keep trying!!

Most of this is actually looking fine~ Though with the flame hands you dont need to have the blood bit of it, remove that and youre good~ The fact that she cant burn though everything and that the flames stay on her hands is a decent limitation to the ability as is ^^
Though if you want to give it a little something more the flame can have a special color as long as its not blue, silver, or white.
Also remind me again, you wanted covert agent correct? Asking so I can put it on reserved ^^
As a side note the whole restriction list is to help keep uniqueness so one way or another shes is going to be unique.
Edit: -sigh- I'm forgetting things, but her code name is her initials....thats probably not a good idea for a spy like position XD Coverts will also have one main code name, and then a secondary codename that will often change when they are out and about.
