Hinote Tosatsu Iwagakure of course. This contant in and out without checking papers and reason for travel makes me rage! About that.... Can't we sneak in and out of the village if we have an accurate reason for doing so. Like a jutsu that enables us steath to pass the gates.

Well actually it is assumed that if you try to enter a village there are already NPC guards, so you have to wait for a chuunin + ranked shinobi of the village to actually rp as the guards and say that you can come in, or not, depending on the current situation in the village.
But no, you are not supposed to just walk in, that would just be silly.
