It's a electronic disrupter. Not really sure how it works but it can tell us if that phantom is Organic or mechanic. It'll mess up machines.

I have no damn idea. Damned thing doesn't follow any of the rules of conduct for war. I guess it helps if there's questers in here, but that's bout all I can say.
