I'm having trouble hunting down Latias, every time I get near it it's one route ahead of me, or it'll be in the next rout over and I'll finally make it there and she jumps.

Try between Cerulean and the route to the west. Every time you change route Latias will move. Just keep moving between the two places by foot until you are both in the same route. It takes awhile with the Latis, where the dogs were a bit easier.

for performing surprising illusions, and creating eccentric confusion. You could be an awesome LC battler if you had just a tad more refinement. Your team lacks conformity, though you did put it together in a short amount of time. And you did quite well for that fact. Mostly I just wanted to see how the team performed. LC goes fast most of the time. Dig isn't exactly a competitive move XD I like how you crit'd my Chinchou with 2 HP left on it. I think my Helmet needs more defensive EVs. Or perhaps IVs. Munchlax can be a freaking tank if used right. Some Pokemon just compete better in LC. Do you mind facing off against my Sunny Day team?
