Open as in can you join the clan?
There are no such restriction in NFS.
Though I would suggest you look over the clan page before making such decisions. Just like in the manga, each clan have their own abilities and innate effects. Although I would never encourage choosing system effect over roleplay desires. It would still advise you be informed before selecting your clan.

System of a Pwn Final: Glad to see ya here bud. Makes six recruits for me. xD Make that profile son! @Kak: I agree. Obama is... well. Not smart. i was unable to vote the last election so i just watched the events unfold during McCain vs Obama. But this just pissed me off. I can wag a finger at the major and all of a sudden undercover operatives are tackling me calling me a threat and putting i behind bars. Not a good look America D: It seems like Uchiha's are about to be coming in again O_o

@Final - Yeah. You post 100 lines at Academy. Then, you move to your appropriate Land. =]
@Zavits - I will make sure to do that. This is my first experience cash in, so I thought it wouldn't hurt to find preferences for Jutsu before taking the time to like learn them and whatnot. =x I hope I did the exp cash in correctly. I believe so. neutral
