Think cold. They're Cadian models, but painted in blue. They're the guard force of Stalingrad, the planet mine and Cagalli's marines come from.

Maybe some Kelsivite polar bear models?

If going easy, use the Atillans, whom have a Mongolian look and feel around them.

If going all out, convert Cadians onto either horses or custom bikes. Seeing as the world is cold, using Bretonnian destriers with their tabbards may add a little flavour to the unit, providing the horses with a little protection against the elements.

I still think seeing them on bears would scare people

hey i had this really cool idea for converting rough riders but i don't have any idea how to do it. Firstly i never understood why anyone would ride a horse into a modern combat situation it just makes you a bigger target! it didn't make any sense to me so i wanted to convert them to motercycles. you know, harley davidson stuff. and instead of lances they wound be modled to hold small satchel charges on ropes or chains (they would be swinging them before tossing them in to their enimies). if anyone has any ideas on how to make such modles then please tell me. (i would imagine SM bikes would work but they seem too bulky for guardsmen.)

Try sliming down Scout bikes. Cut the middle out to slim it down

GW website's conversion corner has everything you need to make a set of THREE cadian rough riders on slim bikes. However this costs like, 60 quid. And seeing as you need FIVE minimum, you're looking at 120 minimum!

Then try my idea. A little arm swap & you'll have your squad leader if you use the stock guy too

He's referring to the bear mount that Tsar Boris rides and the bear mini that the Mordheim range has. Another option would be something along the lines of jump packs, though it would be interesting trying to explain why they have explosive lances.

Ah yes, rough riders. My/my brother's (he plays guard not me) was to find some cheap ATVs that are in scale to 40k, probably at Wal-Mart or something, do some repositioning of the cadian legs and mount them on those. Perhaps this would apply to your theme.
