There's something about crazy people. -Kuro's the craziest, Miki a little bit, Rika...- If they're crazy, they could end up (eventually maybe) with one of the villain teams. Rika could totally drag Kaminari down into villainy with her.XD

Crazy the way I use it doesn't always land in villainry.
Kuro's one of the baddies, but she's nowhere near inherently bad. She's merely confused.
As for Kira, lol, I'm fine keeping her a normal citizen who causes normal trouble. And gets therapy for it. With Miya.

Guess it all depends on the kind of crazy you are lol. My crazies usually don't have any free will over their status, most of what they do isn't completely their choice.
Kuro is by far the most confusing one that belongs to me even though she's aligned already with the Messiahs.
