Ok People have been arguing over The whole Exams thing, so i am showing this now.
Sharad has 2 clues.
#1 Narrows it down to, the Wind Country, The Lightning Country, and the Stone Country
#2 Says its south of Cloud Village

The Black Line it the Divider of things South of the Cloud Village
The yellow Circles are parts of the Wind, Stone, and Lightning that are still not taken out...

They weren't last time, they where on the boarders of the Land of Rice, over 50 miles from the Sound village.
and there are actually clues in a few villages saying that they aren't in a village. He still had 4 days so its not like its the last day

And also. If he's got a logical reason to think it's in Sand. He should be able to try his luck.
There are people who didn't explore every single village. <.<
Besides. Tanto said somewhere SOUTH of Clouds. That would leave....well Sand. Stone country is more like North-west.
And lightning....Just no. xD
Edit:: Actually, Sand is South-west, but it's the same concept.

*Points to map* I was told to be strict with clues; Follow each clue to what they say; If its south of The Cloud; I draw a line across the map from Cloud...
It said The Cloud VILLAGE, not the Lightning country
