Here are some websites that I've tried:

All 3 websites are 100% free and have various options for searching profiles. Like country, age, photo or no photo, interests, etc. They are also safe from my experience.
Another pro is that they are mostly "personal add" free. I say mostly because every now and then, you may find something that sounds like one, but it's pretty rare and I have yet to see anything of a graphic nature.
Something else that is nice, they're active sites. I think 2 of them actually tell you how long it's been since people last logged in.
The sites also make it so you have to have an account to send a message to anyone, so you don't have to worry about a lot of scam e-mails/messages.
On 2 of the sites, you can talk to people through messages, so you don't have to give out your e-mail address to anyone.
One last thing. Penpal world does have a VIP membership you can pay for, but it's really only for extra perks. It's pretty cheap compared to other places that make it so you have to pay to do anything. It also offers a lifetime membership for $100 bucks. The basic stuff is fine though, so if you don't want it, just don't get it.

Are there Japanese pen-pals looking to speak English and maybe teach a little Japanese? I'd feel more comfortable doing that, since I know a very tiny amount of Japanese and I can't even put it into anything yet.
Or is rare, and I should look to learn Japanese before I start pen-pal'ing?
EDIT: Also, on the first link in the first post, how do I know when I get a response?

I used the mylanguageexhcange.com, and found two penpals almost instantly...though I wouldn't call us penpals...more like skype pals...thanks for posting the link!

Hey guys, I was wondering how pen pals work. I've never done anything like this. When I think pen pals, I'm thinking like a paragraph of writing or something. I can barely write a sentence in Japanese, let alone a paragraph gonk
Thanks for the sites as well, I've only joined the lang-8 site currently. and I already got a reply maybe because I'm writing at like 3am EST and its probably like night time there only or something forgot how the time zones work.
