Your only hope is to reduce the number of colors. With a banner that huge, it's going to be nearly impossible to get it below any sort of forum limit without corrupting the image a lot. Try to get it down to about 8 or 16 colors and see if it turns out okay. It's pretty much all you can do besides cutting out frames or reducing the width and height.
