Maybe they all have it blocked off and it's like party city but only ghoul and ghoul friendly are allowed. what other ideas do we have?

Since Ghoul settlements usually deal with the dead or undead... Why not call it Tartarus? And thats true we need more!

Again Ethan, I like where you are coming from, but Tartarus is greek and honestly, it's a little... tired and overused. Here is my pitch for the Ghoul run, major city in the french quarter:
Now the name of the town will be called "Guinee" named for the mythical, voodoo underworld. As of right now, the "Gates of Guinee" are rumored to be scattered about new orleans, this is something that's usable. The town is ghoul majority and they loosely follow the culture and teachings of old Voodoo (based off of ancient boots and some pre war ghouls). The ghouls will wear mardi gras attire, wear the face paint and top hats and all that, it would look super freaky. The town will be run by a ghoul named "Baron Samedi", basically doing what "The King" did in freeside, but acting as a voodoo deity instead (I will try and get some art started but really, he will look like this).

thank you! Another idea I have for another settlement is the Louisianna Superdome. This idea is one part real life (Hurricane Katrina) and one part Stealing from fallout 4 (Diamond City), but I mean, c'mon, what wastlander wouldn't look at the big covered stadium and think "I could build a life there". It would probably be a regular town, similar to Rivet City, mixed non irradiated people and ghoul. Maybe call it, Dome City or something clever.
