Morning/Afternoon to all.
New guy to the community, and I had a few questions to ask about the setting and the general plot.
So far I understand that this is (evidenty) a steampunk setting in the Victorian era. What I am not clear on is the exact level of technology, or which country this supposedly takes place in. I am assuming a London meets Chicago/New York kind of mesh makes up the image of New Haven, and, judging by a few conversations, the city resides in Great Britain.
As far at the plot, here is what I have discerned from my brief reading of several pages; I try not to read up too much on things to prevent accidental meta-gaming:
One of the members of the ruling royal family was assassinated.
Former Colonel, Joshua Graham,(love the Honest Hearts DLC reference from FO:NV by the way) was asked to investigate the matter, considering the strange nature. That is to say, the killer's modus operandi matched that of an incarcerated individual (The Angel of Death).
The Honest Hearts D.A. consists of a secretary named Carmine, a deputy/assistant detective name Clarissa recently transferred from the local constabulary, and Graham himself, a war veteran malformed by serious injury in combat.
Clox, from what I gather, is some kind of underground crime syndicate that deals primarily in black market weapons trade and the usual run-of-the-mill racketeering.
Aside from this, I am still a little in the dark as to what is happening overall.
Any wars/conflicts going on? What is the approximate year? Who are the major players and factions? A brief synopsis of this would be very helpful in construction of my character.

For the most part you are correct. But honestly, I didn't pay much attention when the guild got set up, so I can't really answer what year, or the location.
I've kind of been "wingin' it" on those.
And the technology, (as far as I'm informed) holds true to traditional steampunk; there are machines, automobiles, basic electricity (like lights and running water), but no advanced circuitry, like computers or anything.
Past that, someone else should tell ya the other specifics.
