(Hmm...it's not hard to understand ...dig works as a normal attack move.
The first turn, the user goes underground, and stay there until their next attack phase. Then they attack. I forgot that and had him come back up and attack during defense which shouldn't have happen.)
The Seviper would find himself flipped back upwards and back upon the land as he lands in a circle of coils. His tongue hissing with his anger at what had just happen to him as he would make a tight circle around himself this time ...as he tries his best to defend. He could think of nothing else to do at that moment but defend as he felt himself tremble despite his best efforts to stop such a disgusting thing from happen to his body.
A reaction that went to the core of his soul.

((That didn't really clear it up for me....so instead I'll say how I thought it worked based on the description, and you can tell me where I went wrong.))
((Now based on how it was written, I assumed that you used Dig on your attack turn and went underground. Then on your defense you came back up and struck. You have to out-roll the opponent both times to succeed, but in return they take damage for both turns. You can't attack the opponent when they got underground (I.E no countering) but you can hit them on the turn they'd come back up.))"Genn Tackle!" A straight forward command, any extra words between name and technique would be a waste of breath. Barbed words meant to intimidate an opponent...but they were long passed the point of trying to scare the Seviper off. Now it was simply a matter of crushing it.
Slamming his tail against the ground, Genn would rear back and bellow loudly at the sky. Raven might not have been up for intimidation, but that didn't mean the Steelix wasn't!
He wanted to draw the moment out a little longer, to let it build up before he felt that sweet rush of crashing into his opponent. Would he hit, would he miss, would the Seviper die beneath his steely coils? So many questions, not a single answer...and that only made the excitement build!
Glee in his eyes Genn would surge forward, his metallic body plowing through the earth as he sought to slam into the Seviper with all his weight...quite a considerable difference when one thought about it. [EDIT: Ah biscuits...]

(hmmm. I actually like that version better so forget about mine completely let's stick with that)
though the serpent was quick as he disappeared into the earth again as a small whimper would come from the togepi at raven's side. After all a rampaging steelix had to go somewhere and if his tackle misses the mark it had to have hit something else.
The seviper didn't know it but the dispute had been settled as he burrowed deep into the ground.

Genn rumbled slightly as he rose from where he'd come to a halt, shaking bark and splitters from his head. From the looks of it he'd crashed into no less then three old oaks and an ash. Now that was a bit of a beech. Maybe he'd plant some acorns after this...the fast and fun way of course...or he could stack the limbs into a lean-too for the local Pokemon...or they could just make a bonfire and party....or possibly he'd just leave.
Well he'd figure it out later.
For the moment the Steelix would simply coil his tail around a select pile of splinters and debris, proceeding to then shove it down the Seviper's hole. If nothing else, he'd guarantee that the Seviper wouldn't be making use of that particular hole again.

(Oh that one was funny)
The Seviper would lose all sight of sunlight as he went as deep as possible. Then turning on his own tail he would shoot back towards the surface once more ...fast and swift ....he was heading back towards the surface when he saw the tree and had to change his angle.
He hadn't expect for that pokemon to quite literally plug up the hole as he tries to break through in another place. Hopefully this one would be underneath the steelix metal hide.

A dark sort of grin would appear on the Steelix's craggy features. An unexpected perk came with clogging that hole. Beneath him the earth shook faintly, a sensation only a ground-type was likely to feel naturally. Yes, by forcing the Seviper to come up elsewhere he'd given himself a way of figuring out where he'd come up.
It wasn't exactly a precise location...but then again, Genn had more then enough bulk to cover plenty of ground!
Rising up, the Steelix would fling his weight back toward the earth, attempting to Tackle the Seviper before it was even all the way out of the ground!

Though the Seviper was a swift creature ..as his attack hit even as he burst through the ground. He would curl upon himself ...as he bounced off one of the trees with a hit hard enough to break the bark as he slide down leaving blood behind him. He was hurt, but not out ...as he hisses again before diving back down ..making a new hole and more determined not to worry about which hole he came back up in.
he had his own series of tunnels and this time he was going to use Dig again.
-EDITED (And somehow, I think I am confused again..how does that stop counter-attacks?)

With the Seviper sticking to the same strategy, Raven was at a loss for what commands to give. Nothing he could say would really prove any more useful then what had already been done, and so the child would leave what happened next up to the Steelix.
Bellowing loudly, the steely titan would being slamming his tail back and forth across the ground just as he had previously.

Though the snake was determined not to give up ...as he dug deep and then started to make his rise again. His head aiming for the pokemon's belly as he sought to hit against his opponent again and finally cause that pokemon some sort of pain. It was starting to become a match that the snake saw no hopes of winning and the next time he went deep ...he had little plans of coming back up otherwise.

Genn as it was, had a different set of plans compared to the Seviper. Thick icy mist crept around the jaws of the Steelix like the heated breath some a dragon. He no longer intended to simply crush the Seviper, but put it on ice in the process.
After all, using Tackle over and over was getting boring...and boring things were...well, boring!
Lunging toward the ground with his jaws wide, this time the Steelix would take a bite out of the earth, and hopefully the Seviper, with Ice Fang!

The final attack would do the trick as the Seviper was once more tossed ...but when he slid down the tree this time it would be unconscious with his eyes spinning. This battle was over....and the Onix had won.

With a wave of his arm, Pokeball held tight in hand, Raven would recall the Steelix just as the mighty creature bellowed it's victory. Not exactly a flawless battle, but a win was a win. They'd fought fairly and risen the victors.
Briefly the child would cast a glance at the fallen Seviper...he had plans for the creature; but first there would be other business to attend to.
Shifting his gaze Raven would look to the Togepi "Is the problem solved?"He asked, arching a brow.

It's home was in a wreck, but it was his home again. His face was puffed out at first, but as he thought about that ...it would smile and give the boy a bow. It had afterall been better then what could have happen.
"Togepiiiiiiiii!"

The pokemon then dashed towards it's home to inspect the damage. It would have to work to fix things, but it can fix them all the same. Though the Togepi wasn't done yet as it would scramble to it's home and rush inside. IT hadn't been considered to be important to the invader, but the pokemon was sure that the human could find some usage as it returns with a stack of wood in it's hand. All pink ...like the tree it have lived in as it left it brought it for them to have.
