Technique Name:Legendary Presence
Description: Brigand has obtained great power in a short time, so if he greatly outclasses his foe then they lose their will to fight him. He releases a killer aura about his body, resulting in a minus two to all their stats or cause them to give up the battle(opponents choice).

Classification: N/A

Technique Name: Sylar
Description: Sylar- Echo has demonstrated far more advanced telekinetic abilities than the Crane School Teachers. He can exert enough telekinetic force to flip a truck through the air or tear sheet metal, and he has enough control to cut off the top of a person's skull to expose the brain. Echo can has use his telekinesis to shield himself from bullets, as well as to augment his own physical strength. Echo is able to use this power with relatively little concentration. Echo typically uses hand gestures in conjunction with telekinetic feats, although he can use this ability without them. Presumably they somehow help him to direct the power.
Activation Cost: Same cost as Telekinetic

Just two things that come to my attention.
What's the augment to your physical strength? And the last sentence sort of bother's me.
Does that just mean he can attack with this, despite being held down and what not?


((Actually What I should have said is that it used by phyiscal STrength and not augment it. Last Sentence Gone.))
Alright, so it's a glorified telekinetic ability then? Looks fine to me, as long as you're not off snapping people's necks and shiit with a glance. xd

Description: In his efforts to further outshine his fellow Phantom Faction members, Brigand found a way to incorporate his ki into his voice. It is a non-lethal force, meant to incapacitate his foes and is unleashed using his strength stat rather than power level. The sonic waves travel in a forward direction, though it is still effective against foes within five feet of him in any direction.
Activation Cost: 2,000


O.o Sorry, I don't think so. Haha...this reads like an instant KO tech and has no resistance clause so it seemingly auto-hits. I can't allow this. Sorry - Ryu

How do you figure that it is an autohit? In the case of the writing, ALMOST EVERY technique is written without including a dodge factor. The resistance is the same as with every kind of attack, the defense. If you want me to get real technical with it, I will but there's no sense in it. It is similar to the move that Buu and SSJ3 Gotenks use to get out of the hyperbolic time chamber but rather than ripping dimensions open with his voice, it's just very loud and painful for others to hear. And I designed it so that I won't have to kill people in the damned competition.

Most everything tends to have a way out of it, and even teleporting (as far as the Tourny is concerned) even a short distance would seemingly be hit bout sound waves making this literally auto-hit any it the same thread before you made the edit. Now the only thing that bothers my is how lacing your Ki into a burst of breath (sound) qualifies as strength and not PL - Ryu

The purpose behind the Ki that you keep harping about is so that it had an energy cost and wasn't just free for Brigand to do whenever he chose. I also put a high cost on it to further regulate its use but you did not understand.

Forget it, I am done arguing about this anyways. I am going to make an even more powerful attack.

Technique Name: Cuddles/Killer
Description: Chikiritīō transforms into a puppy, cat, panda, hamster, or a baby fox to stun the opponent, much like the striping ability. They will most likely find him "adorable" and pick him up. At that point, he can attack them close up. This form usually works on women. He also has the male equivalent, Killer, where he transforms into a wolf and attacks his opponent. When in the Killer state, he can bite or pounce.

Technique Name: BAA: Lunar Destruction
Description: Vi launches an intangible moon that's an alternative version of the Power Ball. The moon drains the ki from enemies. The opponents ki is released into the air as moonlight visible to all. 5% of the opponents Ki amount is drained per post. So if the opponent has 10,000 they will lose 500 Ki Points per post.
Activation Cost: 3,000 Ki Points

Race: Namekian
Classification: None

Technique Name: AAA: The Flash
Description: Zhou’s speed is derived from his connection to the Speed Force: a vaguely defined extra-dimensional energy force from which Zhou draws power. The Speed Force allows Zhou to move, think, and react at super speeds. There is an invisible aura around his body that prevents himself and his clothes from being affected by air friction as he moves at high speed. Using his abilities, Zhou can run at such speed that he can create powerful vortexes with his arms or body, vibrate at such speeds that he becomes invisible to the naked eye, and resist the effects of friction, reduced oxygen, and energy while moving at super-speeds. Unlike other speedsters, once he became one with the Speed Force some of his abilities changed, one of which is that the objects Zhou is vibrating though become atomically unstable and explode a second or two later.
Activation Cost: 1,000 Ki Points, additional 1,000 Ki Points to blow stuff up

I highlighted my issue with this technique. If I know my science (and I do) all attacks and impacts qualify as kinetic impacts. Thus this technique makes you immune to all damage you while leaving around atomically unstable things that explode. Also, I'd like a not that you can't pass though a RPC and make that person explode. Pending - Ryu
I changed it from kinetic impacts to resist the effects of ki so I won't be immune it's just less effective. I don't mean making people explode, just objects.

Technique Name: Play Catch
Description: Due to Brigand's immense defense, he is able to actually catch an opponents energy attack if he devotes the same amount of ki into it as his foe did and even throw it back at his foe. This technique can only work if his defense is higher than his opponents Power Level.
Activation Cost: (Cost of attack) + 500 to throw it back at his foe.

Keep in mind you can't 'catch' things like beams, so this only works on blasts that leave the hand rather than streams of Ki coming from their hands. Otherwise, Approved - Ryu

Technique Name: Saiyan Heritage
Description: Being the only true pure blooded Saiyan on Earth, Sayla has even their genetic traits. One of these traits is the ability to grow stronger faster than that of normal people. If she were to win or lose a fight than she gains a stat point; however, if she were to die in the fight then she would gain two stat points (Death counts as lose and thus doesn't stack Lose and Death). These points are allowed to be used on any stat of choice and must have a TC made with a link to the outcome of the fight (Cannot be used by beating or dying to any of my RPC).
Activation Cost: ---

Technique Name: Intense Power
Description: During her training in Other World, Sayla had learned that to counter or even hurt some of her opponents it takes far more than brute force of strength or power-house power level, but a mix of the two. Using this ability causes her to add her Str (or PL) to a move that it wouldn't normally be used for (i.e. Spirit Sword would be based off PL with Sayla's Str added to it.)
Activation Cost: Tech Cost + 1000 Ki

Technique Name: Bio-Mechanical Enhancements
Description: Being a Bio-Android, Sayla has perks to her body that most people would not. First her bones are laced with a special metal that makes her bones far more durable than most. Second is her vitals are all in a protective case that keeps them safe from most harm. These metal enhancements will also grow as Sayla's body does so not to be a weakness as she naturally grows or transforms. When being attacked by blunt force or piercing attacks, Sayla gains a +5 Def boost that only counts for that attack.
Activation Cost: Half the cost of the attack Tech

Character Name: Echo
Race: Majin
Classification: N/A

Technique Name: Hobgoblin
Description: Echo demostrates the ablility to laugh. He mimiced this technique form the dimachon splitter performed by Buu but for his own nature. However his laugh is an infusion of ki and strength and when he starts to laugh the frequencies that he produces can cause things to mess up. In most cases these are his opponents. The laugh that he produces is enough to cause equalibriums to fall, or be destroyed if they are around the laugh enough. The laugh can also make a person phyiscally sick after hearing it for so long. As long as Echo is audible the technique is in play.
