Because the villages are trying to build up so we can keep up with allllll of the damn bad guys. If you made a genin or something to build off of you'd prolly have more to do. : P When you make Senin and S rank nin there isn't much room to build and play off of unless the towns are well enough off to counter you.

Or you could make a good guy and go bad later. Build your char from the ground up or w.e and instead of taking a full blown bad guy with a background of being good turned evil, RP it out and it will give you more to do.
