guess sand dosen't have a sannin so you can possibly apply for sand sannin but ask lance burning_eyes

I have a question. Why can't Genin learn jutsu on their own? Zane Hajime Learning Jutsus A special note, unless your character is of at least chuunin rank, you cannot learn jutsus on your own.
