Well, the first episode I can think of Gabrielle having the powder thing is when they meet up with Najara again but she uses it before they talk or anything. Maybe she slipped it to her sometime during Crusader and Gabby just never had a reason to use it. XD
Najara does seem like a pusher. She starts you on the crack and then she starts pouring the Djinn down your throat.
