Sorry, I wasn't trying to spam. I was extremely tired, bored, and pissed off. I was just trying to find out if I could start RPing yet. Apparently, I have to wait.

As soon as Someone approves your character, you should be able to start posting. Just make sure you don't write in any specifics about your gear, since that could be seen as pushing for a certain item (which may or may not get approved).
Usually, the best thing to do is just sit back, and relax. Write up a gear list, send it to a mod for approval, and wait for an answer.

I'm trying to figure out what I want, because I don't want something too advanced or too basic.

Ask for things that apply to your character then. Here's a list of suggestions: Weapon:
1 sniper rifle, + a sidearm (pistol).
High level (VII to X) HUMAN manufactured sniper and low level human manufactured pistol (I to VI)
Equipment:
Medigels, Grenades. This is pretty much up to you (keep it realistic)
Biotic Ability:
Flat out no. Roleplaying a Biotic should be left to crew, seeing how it can be seen as godmodeing if mishandled.
Upgrades:
Maybe one for the sniper, one for your armor. The pistol shouldn't need an upgrade and you don't need to lug 10 grenades around the entire time. That's just silly.
Armor:
Some good human-made armor (something a promising soldier would wear, so definitely military grade medium or heavy)
Rank:
Ask Dest or Hege. After reading your background, I'd say something along the lines of Gunnery Sergeant or something.

Well finally because of my laziness it has taken forever but I have a profile up! Well.. Sorta.. I seemed to have lost the other half of my characters history so I must go quickly fill it in.
But yay!
I wanna write a big old post. Doc, poor guy is going to have to read through my entire profile.
