 That's a tough one.
Hermione would win hands down if it was something academic or practical.
But then again, Luna has her hidden strengths in other situations.
Sorry for sitting on the fence here. sweatdrop
Since I have to choose one...um, Hermione. She's more focused, haha. (But I still love Luna!)

I'd have to say Tonks because she's older and has had all that Auror training! (But, if it was a competition about who could annoy more people, then I'd have to say Hermionie!)

I would have to say Parvati because she is in more books. Sure they are twins, but you also have to keep in mind that Padma got snobbish when Ron wouldn't dance with her. Until he became cool at Hogwarts that is. Parvati has always been there, and she's just so darn helpful.
