No, they can't, stop thinking in DoW terms. Guardsmen squads can take --1-- Assualt Weapon per squad, and I don't even think Melta Gun is among them.
However, hardened veterans can take 3.

Question on the Honorifica Imperialis.

Ok, i know it says that when you give a model the HI its stats are replaced by the senior officer superior stats. What if you give it to a Tech Priest? does he retain his 3+ save or does he take on the senior officers 5+?

I'm pretty sure that the senior officer's stats would over ride the old stats I think I remember something along those lines but since the only person who would be effected by that rule would be the commisar and anybody spending that kind of pointage on a commisar should be smacked around for wasting points like that.
But armor wouldn't come from the Honorific Imperialis it would come from the power armor that he wears.

The Imperial Guard has access to meltaguns, I don't know, but some people really need to read the codex. (Or for the shameful lot, BUY one first!) We have four (4) special weapons and five (5) weapons to choose from! Haha! Choose... Flamer, grenade launcher, plasma gun and meltagun. Then there's the Mortar, heavy bolter, autocannon, missile launcher and lascannon.

Oh, laugh at the grenade launcher, but it can kill! Oh, guffaw over the mortar, for it shall pinn thy a** under a barrage of "puny" shells.

Then the non pinned guys(Battle suits, CSM, Necrons, etc) Come over and rearrange their face

I dont undersetimate the gaurd. Our Gaurd player has like 1/3 a legal army

When a model has the Honorifica Imperialis, it adopts the new profile entirely, but saves equipment and special rulesare unaffected

This is a bad bad army list. You have far far too many flamers and no way for them to get close to the enemy since your chimera can only go to they command sections unless one of your squads is a Armored fist. Also never put flamers in a squad armed with a heavy weapon. You lose fire power no matter whether you chose to move your group foward to get more men under the flamer template or if you try to stay back and get a potshot off at the incoming assault troops. Also you can only have 1 unit of snipers since the deathworld snipers are no longer avalibale to the imperial guard.

Take it easy, seriously. I've been playing since christmas. My brother gave me his old army for christmas, I'm just seeing what it's like.
