yea i get what you mean but like i said its basically the mods discression. I mean Temari has a whole clan to her self for teaching wind techniques when in fact her and her brothers simply learned different techniques.

Many techniques within the guild has only been used by certain people within certain clans. For example, Fireball Jutsu was known to be used only by the Uchiha Clan. Therefor, they were given it as a Clan technique. But seeing that Sarutobi-sama (3rd hokage) didn't have a clan and used a fire dragon missile technique, we made that able to be learned by all. So basically all techniques used by the characters from the show had to be studied and decided whether it was a clan technique or not. So, that's how it worked like that. sweatdrop
