I think you're confusing the Mannequin movies with "Today's Special," Guy. 4laugh Jeff was the mannequin that came to life only when everyone had left the store.
And stop feeling so down, Roger! You'll get a Valentine date, I'm sure of it. Why, there's lots of girls in Kapow! who'd like to date a sweet fellow like you. And the lack of pants is probably even more attractive, to, er, some of the girls...

No, no. This was definitely not a "Jeff." The mannequin in question was played by Kim Catrall. And there was a Starship song.
Although I may be a bit fuzzy on the details of the story. It's been a long-a** time since I last seen it.
