I think I wanna replace Substitute on my Raichu with a move that causes confusion. R there any moves or TM that I can use for confusion?

Snappy: Sweet Kiss.. but it's too Evolved to learn it now.. you may want to breed a new Pichu and keep Sweet Kiss.
Also Swagger.. but I don't like the boost it gives to the opponent.. too big a gamble for Raichu..
