But really, are the requirements that easy that anyone could learn Rasengan?
It has to be really tough to learn it.

The new battle system gave the kages a chance to create new styles of training and jutsu.
It did make things harder, but overall, Ivory had a field day with it.
I was surprised with how much she did with it. 3nodding

It will when the genin exams are done.
Buuut we dont have any jounin.
Aaannnddd I'm not doing the exams.
So I dont really know.
At this rate, I'm so pissed off at people asking me, I might never open it.
